Rear fender question

Rear fender question

Hey everybody!

So I picked up an '84 vt700 and I'm in the process of customizing it. I'm going for kind of a bobber look but not really..bobber might be the wrong term to use here. Anyways, here's a picture of what I kind of want to aim for

My question is if I want to cover the wiring that is under where the rear seat typically would be, how should I go about doing that? Are there covers you can attach to the rear fender? In the picture it kinda looks like that's what he did.

Lastly, you can see the exhaust has been cut. If I were to do that, would the engine need to be retuned? Thanks a lot guys, I'm a newbie when it comes to bikes and builds so I appreciate all of the help!
